AARC President Martin Vulaj and Secretary Burim Rexhaj met with Dr. Geoffrey MacDonald, Foreign Policy Advisor to Senator Andy Kim, to discuss the urgent state of affairs in Kosovo and the broader Western Balkans.

We reiterated the need for the United States to take a leading role in the Kosovo-Serbia dialogue, as it remains the only path to a successful and lasting resolution—one centered on Mutual Recognition. The EU has neither the capacity nor the political will to bring the process to a just conclusion. Without strong U.S. engagement, the region remains exposed to malign Russian and Chinese influence, threatening hard-won peace and democratic gains.

We also raised deep concerns about the shifting narrative in Washington. Serbia has invested millions in lobbying efforts and maintains a large, well-staffed embassy that has aggressively and successfully shaped perception—painting Kosovo as unstable and incapable of governing itself. Meanwhile, Kosovo has lost critical momentum and visibility in DC.

It is no longer enough to label Serbia as the bad actor. Kosovo must act. It must urgently form a government, undertake meaningful reforms, and reinforce its relationships with key allies—especially the United States. Washington today is no longer well-informed on Kosovo. The issue has moved to the back burner, and this must change.

Kosovo must expand its presence in Washington and do the hard work necessary to reestablish itself as a credible and reliable partner. There is a massive amount of work ahead, and the time to act is now.
